FBR Creates Seven New Enforcement Directorates Under Transformation Plan
The Federal Board of Revenue (FBR), following the approval of a transformation plan from the Prime Minister, has established seven new enforcement directorates across the country. This restructuring aims to enhance the efficiency and effectiveness of customs enforcement.
Key Changes:
- Revised Powers and Jurisdiction: The FBR has issued new powers and jurisdictions for seven Chief Collectors of Customs, including Director Generals of Customs and 33 Collectors/Directors of Customs nationwide. These changes will take effect from November 1, 2024.
- Directorates of Customs Enforcement: According to S.R.O. 1637 (l)2024, the areas of jurisdiction have been revised for Collectors/Directors of Customs, with powers of Chief Collectors of Customs extended to Director Generals of Customs.
- Director General of Customs Enforcement, Islamabad: This position will function as Chief Collector, overseeing the Directorates of Customs Enforcement in Karachi, Hyderabad, Quetta, Gadani, Lahore, Multan, Sargodha, Islamabad, Peshawar, and Indus, as well as the Director HQs-Enforcement and Customs Enforcement School (CES), Peshawar.
- Director General of Customs, Airports, Islamabad: This role will have jurisdiction over the Directorates of Customs Airports in Karachi, Lahore, Islamabad, and Director HQs-Airports.
- Director General of Customs Exports & IOCO, Karachi: This position will cover the Directorate of Customs (Exports), Port Muhammad Bin Qasim, Karachi; Directorate of Customs, Sambrial (Sialkot); Directorate of IOCO in Karachi, Lahore, Islamabad; and Director HQs-Exports & IOCO.
- Chief Collector of Customs, Appraisement (South), Karachi: This role will oversee the Collectorates of Customs Appraisement (West, East, SAPT, and Port Muhammad Bin Qasim) in Karachi, Collector HQs-Appraisement, South, and Centre for Classification and Advance Ruling.
- Chief Collector of Customs, Appraisement Balochistan, Quetta: Jurisdiction will cover Collectorates of Customs Appraisement in Quetta, Taftan, and Gwadar.
- Chief Collector of Customs, Appraisement Punjab, Lahore: This position will manage the Collectorates of Customs Appraisement (East, West) in Lahore, and Faisalabad.
- Chief Collector of Customs, Appraisement (North), Peshawar: This role will oversee the Collectorates of Customs Appraisement in Peshawar, Kohat, and Gilgit-Baltistan
