Saudi Arabia Updates Temporary Work Visa Regulations for Hajj and Umrah Services
The Saudi Ministry of Human Resources and Social Development has announced new regulations governing temporary work visas for Hajj and Umrah services, as reported by the Saudi Press Agency. These updates, approved by the Saudi Cabinet, aim to provide greater flexibility for the private sector, enabling businesses to align their visa requirements more effectively with labor market demands and create a more attractive work environment.
Key Changes to Visa Regulations
One significant update includes the renaming of the seasonal work visa to the “temporary work visa for Hajj and Umrah services.” Additionally, the grace period for these visas has been extended from Shaban 15 to the end of Muharram, roughly translating to February 14 to July 25. The new regulations also broaden eligibility for temporary work visas to establishments operating during the Umrah season.
To enhance governance and transparency, the updated rules set clear timelines for visa-related procedures. The ministry has also prioritized the protection of both employers and employees by requiring signed employment contracts and mandating medical insurance as prerequisites for visa issuance through Saudi embassies and consulates abroad.
Preventing Misuse and Ensuring Flexibility
The new regulations introduce penalties to deter the misuse of temporary work visas. Businesses will enjoy increased flexibility, including the option to extend visas for an additional 90 days. Furthermore, the requirement for endorsements when issuing temporary visas has been eliminated, streamlining the application process.
These amendments will come into effect 180 days after their approval, providing businesses ample time to adapt to the new system while ensuring smooth operations during the Hajj and Umrah seasons.
